The City's redevelopment authority, under the Commissioner. Its plan is Stillwater Rise: clear the riverfront, finish Stillwater Rise/01 The City/The Span, build the future on the Flats. The tenant side of it is the Stillwater Rise Resettlement program: a letter, a check, a forwarding address. Tenants say relocated. The Authority says resettled. The billboard says The Riverfront's Future, Today.
