Lower City

"Most of its denizens know only the hideous features of the lower city. The choice between hard labor or extreme poverty, a life devoted to the guilds' service or the unpredictability of day-to-day struggle."

The sprawling, ground-level majority of Cadwallon — the part that developed outside the walls, at the feet of the Dyrsin Tower. Eight of the eleven fiefs are here. This is where most Cadwës are born, work, struggle, and die. It is poorer, denser, more dangerous, and far more alive than the Upper City above it.

What It Is

The Texture

  • Worn streets — the roads are eroded by weather and overloaded carts. Only Soma has invested in improvement (Paradise Avenue, the major artery running from the Port of Ondine up toward the Upper City).
  • Vertical slums — parts of Soma lie inside old Cynwäll quarries, the most densely populated areas of the whole city. Dwellings stack on top of each other along streets too narrow for anything but foot traffic.
  • Surface sewer pipes — because the ground is too unstable to bury them everywhere, the Architects ran great pipes along the surface. They crisscross the lower city. The poorest districts aren't connected at all and dump waste in the streets.
  • Choked traffic — vendor carts and stalls clog the alleys. It's often faster to walk than to ride. Beggars and ruffians work the crowds.
  • Magical groves — sprout anywhere, anytime, unpredictably. A good omen. Destroying one is a crime.

Life Here

Most lower-city Cadwës face a hard choice: guild service or day-to-day struggle. Guild membership offers security at the cost of autonomy — you may never own your own shop, but you can be the indispensable assistant to a master and live comfortably. The alternative is the precarious freelance life: theft, smuggling, freelance labor, free-leaguing, or slow descent into the worst districts where refugees become "guinea pigs in the underground laboratories of unscrupulous alchemists" or — if they took an Usurer body-loan — "more or less consenting organ donors."

But it is not necessarily worse than elsewhere: the lower city is sheltered from the Rag'narok that devastates the rest of Aarklash. A refugee who survives the first hard years can build a real life. That tension — misery and shelter at once — is the engine of the Cadwë Dream.

Power in the Lower City

The Underground Boundary

The Lower City is the threshold to the Underground. Every catacrypt, sewer, and vestige-tunnel opens here. The sewers, the Court of Ashes, Glory-Hunt, the Vegetal Entrails, and the routes to the [[Labyrinth]] all begin in lower-city cellars, groves, and manholes. The poor live closest to the things under the city. They know more than they say.

The tide of the dead

When heavy rain floods the underground, corpses from the common graves and old necropoli wash up into lower-city streets. The Cadwës lock their doors, boil their water, and wait. Necromancers use the flow. The Sewer Workers do the grim recovery. A free league working the lower city during a tide finds opportunity, horror, and the occasional body that should not be among the dead.
